California sports betting: is it legal?

California does not currently authorize online or retail sports betting. Voters rejected competing 2022 ballot measures, and any future path will likely require agreement among tribal governments, lawmakers, operators, and voters.

Online and retail sports betting are not legal.

Why has California not legalized sports betting?

California is the country’s largest potential sports-betting market, but the political structure is unusually complex. Tribal sovereignty, the constitutional role of tribal gaming, card-room interests, operator economics, consumer protections, and the shape of mobile licensing all affect a viable proposal.

A durable measure will probably need meaningful tribal support before it reaches voters. The 2022 campaigns demonstrated that spending alone cannot overcome a proposal without a broad governing coalition.

What happens next?

A future measure would need a clear licensing model, tribal participation, tax and revenue rules, responsible-gaming requirements, geolocation standards, and a position on college sports. Even after voter approval, rulemaking and licensing would take time before launch.
